Preheat oven to 350 degrees. Spray 9 inch round casserole dish with nonstick cooking spray and set aside
In a large skillet over medium-high heat, brown ground beef with minced garlic, and diced onions until meat is browned and onions are translucent. Drain excess fat from ground beef mixture and discard.
In a large bowl combine refrigerated hash brown potatoes, eggs, light cream, 1 cup of cheddar cheese, chili powder, cumin powder, salt and pepper. Stir until well combined. Add ground beef and stir to combine.
Transfer potato mixture into prepared baking dish. Using the back of a spoon, pat mixture down into dish until compact.
Bake in preheated oven for 60 minutes. Remove from oven and place remaining ½ cup cheese and sliced tomatoes on top of the casserole. Bake another 15 minutes, until cheese has melted.
Serve topped with sour cream and sliced green onions.
