Preheat oven to 350 degrees. Line a cookie sheet with parchment paper and set aside.
In a large bowl mix together the flour, cocoa powder, salt and baking soda.
In another bowl, using a hand mixer on medium speed, mix the butter, granulated sugar and peppermint extract until creamy.
Add dry ingredients and milk to wet ingredients alternately; mixing on low speed until just combined. Stir in chocolate chips.
Scoop cookies with tablespoon sized cookie scoop and roll into a ball. Place cookie dough on prepared baking sheet. Repeat until all dough has been portioned.
Place cookie sheet with cookie dough balls in freezer for 30 minutes. Remove cookie dough from freezer and flatten dough ball slightly with the palm of your hand.
Bake cookies for 10 to 12 minutes, until set.
Remove cookies from oven and immediately sprinkle with crushed peppermint candy. Cool on cookie sheet for 5 minutes.
Transfer baked cookies to a wire rack and cool completely.
