Lightly coat a large pan with cooking spray. Set aside.
In a large pot, heat the corn syrup and granulated sugar over medium heat stirring often with a wooden spoon, until the sugar dissolves.
Stir in the creamy peanut butter until mixture is fully incorporated and smooth.
Remove the peanut butter mixture from the heat and stir in the rice krispies until fully coated.
Transfer the rice krispie mixture to the prepared pan. Using clean hands, press and spread the mixture out evenly to fill the bottom of the pan in an even layer.
Place the butter, chocolate, and peanut butter chips in a large microwave-safe bowl. Microwave on high for 30 seconds. Remove from microwave and stir. Return chips to microwave and heat another 30 seconds on high. Remove and stir until smooth. Continue to heat in 10 second intervals if needed to fully melt the chips.
Spread the melted chocolate mixture over top of the rice krispie treats to cover the entire top of the surface. Sprinkle with toffee bits (if using).
Cool completely before cutting.
To cut, remove the treats from the pan and place on a cutting board. Using a sharp knife, cut into 32 equal squares.
