In a medium sized saucepan, over medium-heat, whisk together the tomato sauce, water, vinegar, cumin onion powder, garlic powder, salt, brown sugar, chili powder, smoked paprika, and cayenne pepper.
Bring to a boil and immediately reduce heat to a simmer. Cook for 20 minutes, or until slightly thickened.
