Cook the pasta in a large pot according to package directions. Drain and set aside.
While the pasta is cooking, heat a large skillet coated with cooking spray over medium-high heat, until hot. Cook the ground beef for 7 minutes, until browned.
Stir the mustard, onion, and garlic powder into the ground beef and cook for 3 minute.
Add the cream cheese and half and half and stir to combine, simmer for 5 minutes, until beef mixture reduces some.
Whisk in the cheeses until melted. Stir in the low carb pasta until coated with sauce.
