Using a hand whisk or blender, whisk the eggs and coconut milk until well incorporated. If using a blender, transfer to a small bowl.
In a separate shallow bowl whisk together the coconut flour, garlic powder, and onion powder.
In a third bowl, add the unsweetened coconut flakes.
Dip a piece of shrimp in the coconut flour mixture, then into the egg mixture and lastly the coconut flakes. Lightly press into coconut flakes to adhere to the egg wash. Repeat with remaining shrimp.
Spray inside of air fryer basket with cooking spray. Place shrimp in a single layer, leaving space between the shrimp to allow air to circulate. Cook at 400 degrees f for 7 minutes, turning shrimp over halfway through cooking.
