Preheat oven to 350 degrees. Line cookie sheets with parchment paper.
In a medium mixing bowl, combine oats, flour, baking powder, baking soda, and salt. Set aside.
With an electric mixer on medium-high speed, beat butter and brown sugar until smooth. Add egg and vanilla and beat until light and fluffy. Reduce speed to low and add flour mixture, mixing until just incorporated. Add raisins and nuts and mix until evenly distributed.
Scoop cookie dough with medium-sized cookie scoop onto parchment-lined cookie sheets. Bake 12-14 minutes. Cool 5 minutes then transfer to a wire rack to cool completely. Store in a sealed airtight container. Cooking time is for mixing and baking 1 tray of cookies. Add additional 12-14 minutes per tray in the oven.
