Combine flour, baking powder, baking soda, salt, sugar, and cream of tartar.
Use a pastry cutter to cut butter into the mixture until it resembles crumbs. Make a well and add buttermilk, stirring until combined.
Turn the biscuit dough onto a floured surface. Knead to bring together and flatten into a 1" disc.
Cut with a biscuit cutter.
Place on a parchment lined baking sheet, ensuring the biscuits touch slightly.
Bake for 10 minutes, or until golden brown.
